Same component, two eras

The reason two names exist is simply that the technology inside the box changed over the decades, and the language changed with it.

An old fuse box typically contains rewireable (rewirable) fuses — porcelain or plastic carriers holding a length of fuse wire that melts and breaks the circuit when overloaded. Some slightly newer boxes have early miniature circuit breakers (MCBs) instead. These boards are often housed in a plastic or even wooden enclosure, and crucially they frequently have no RCD protection at all. That means if a fault sends current to earth — through a damaged cable, or through a person — there is nothing fast-acting to cut the supply.

A modern consumer unit is a very different animal. Since January 2016, the 18th Edition wiring regulations (Regulation 421.1.201) have required domestic boards to sit in a metal, non-combustible enclosure, so that a loose or overheating connection cannot set the box itself alight. The old fuse box, in plain terms
